The Development Commissioners are distributing £3-25,000 to establish farm institutes in the majority of counties similar to that at Chelmsford, with small holdings for demonstration purposes. A WOMAN SPY. Vienna, July 17. The daughter of a Russian engineer named Trombecka has been arrested at Puzemsl, in Austrian Poland, with plans of fortresses and routes. She confessed that she was a spy in the employ of the military authorities.
