FEDERATION AND STATE-. TROUBLE OVER THE CONSTITUTION .CHANGES. By Cable.—Press Association.—Copyright Melbourne, October 31. The State Premier strongly protests against the Federal Constitution Amendment Bill including railway servants. The Minister for Water-Supply declared that those responsible for its inclusion were acting like a band of brigands filching State rights. Unless the States as now constituted were to disappear this sort of legislation would have to be checked. WAR AGAINST COMBINES. Received 31, 11.25 p.m. Melbourne, October 31. Mr. Hughes, addressing the Dried 'Fruits Conference, assured the members of the sympathy of the Government with the co-operative movement. It was not against combinations as such that the Government was warring, but its intention was to deal with those combines which threatened the community. N.S.W. SECOND BALLOTS. Received 1, 1.15 a.m. Sydney, October 31. Second ballots were necessary in the Durham, Hastings and MacLeay electorates. For the former Brown (Liberal) is leading; and for Hastings. Morton (Independent Libedal) is in front. The Independents have the Labor support.
