The Neue Freie Press states that if the three German Dreadnoughts are postponed Germany will nevertheless in 1913 possess eighteen, not thirteen, Dreadnoughts compared with Britain's twentyfive. THE INTERNATIONAL SITUATION. BRITAIN'S READINESS IS THE WORLD'S SAFEGUARD. Received 31, 9.20 p.m. London, October 31. Captain Mahan, in an article in the Daily Mail, says an examination of the international situation shows the balance of the Triple Alliance outmatches the triple entente on land. The real offset of the military power of the Triple Alliance, is the financial resources of France and the British Navy. Granted a continuance of the present laws of capture, the wonder is that intelligent Britishers advocate immunity from the incidence of war for seaborne commerce under the delusive definition of private property. •Britain's command of the seas is the sole deterrent of war. Owing to the adoption of Dreadnoughts, Germany has entered into the struggle for preponderance. When the ante-Dreadnoughts shall be confessedly obsolete, with very little start against her, her only salvation from war is Britain's readiness for war.
GERMANY'S REGRETS. / FOLLOWING IN THE WAKE OF BRITAIN. Received 31, 11.25 p.m. Berlin, October 31. The Admiralty has furnished the Daily Mail correspondent with an official communication. It states that the construction of the 13y 2 -inch gun for the new British ships was received in Germany with equanimity in view of the universal confidence in Germany's gun material. Wide sections of the population of Germany regret this new step along the path first trodden by England with the introduction of Dreadnoughts, since higher cost of construction is unavoidable. The Admiralty state they have,2o vessels in 1910, and the Budget order will, as usual, be completed in accordance with the naval law.
