The Inter-Parliamentary Congress at Berlin recommended all States to adopt compulsory arbitration, and urged that the third Hague Conference suould adopt the principle oi international agreement wnereby only arms, ammumtion and otber necessaries of war, but not the ship ou which they are found, be regarded as contraband and destroyed; also that private property should bu immune, and that open harbors should never be blockaded. In response to Lord Woardals's thanks for the hospitable reception accorded the Congress at Berlin, the Claancellor declared that the Kaiser, the German people, the Government, and himself were animated bv. the iVendlicst feelings towards Britain. The Crown Prince, in receiving the Council of the Congress, spoke on behalf of the Kaiser, who, he said, fol-' lowed the union's labors and aims with lively interest and recognised their increasing importance, lie h-ojied Mil: Congrcsg would be followed by benelieicnt results in the cause of peace, which was and would remain the basis of all true progress and civilisation.
