m THE TIMES' WARNING TO STRIKE LEADERS. j ' Received Nov. 4, 10.18 p.m. ,- London, November 4. The Times warns Richard Bell that 78,929 votes is only just over 12 per cent, of the railway men of the country, and adds that there is a wide difference between declaring anonymously in favor of letting other people decide to strike if they saw St and abandoning a situa-
tion at somebody else's order. The Times declares that Mr. Bell is unable to rely on half these men actually resigning their positions. NON-STRIKERS.
Received Nov. 4, 10.18 p.m. London, November 4. The clerks in the goods department of the Midland Railway at Derby presented the directors with an address expressing their loyalty to the company, and condemning Richard Bell's demand.
THE MANCHESTER BALLOT. Received Nov. 4, 10.30 p.m. London, November 4. It is announced in Manchester that Upwards of 3000 of the Central Railway Workers' Union in response tn the ballot favored a strike and 1000 did not reply.
MEN AWAITING WEDNESDAY'S CONFERENCE. Received Nov. "4, 11-10 p.m. London, November 4. Mr 3 35. Ellis, M.P., presiding at an over-flowing meeting of railway men in the Albert Hall, said the omens were favorable to a settlement, but if the result were less happy than he hoped, It would be the Government's duty to submit to Parliament a scheme for the Bomjmlsory adjustment of differences between boards of directors and workers. Mr Richard Bell quoted statistiei to tikem that the railway men were badly paid and ill-used. He announced amid enthusiasm that of the 07,631 ballot pa--I*lß issued, 88,134 had been returned. Of those, 704)25 favored a strike, while 8775 were asainst.
