THE OPEN DOOR POLICY. RAILWAY CONCESSIONS TO JAPAN. Tokio, December 23. Tlic Chi no-Japanese treaty las been the signal that opens sixteen ports and cities, including Harbin, to the world's rade. The treaty entitles Japan to build the Antung-Mukdcn railway line. Received 26, 0.40 a.m. Tokio, December 20. The opening of Manchurian towns to foreign trade occurs after the expiry of the eighteen months' allowed for the evacuation by Russia and Japan.
