A BYE-ELECTION, Deceived 8,10.20 p.m, Loxijon, December 8. The bye-election for Newforest rendered necessary by the Hon. G. C. Montagae succeeding to tho peerage, resulted in the return of Mr H. Compton, Unionist, who polled <1529 votes as | igainst 42-10 by Mr Hobart, the Liberal candidate.

Campbell-Bannerman has lefiuiteiy decided to remain the leader jf the House of Commons while his Health and strength will allow him to lo so. He has abandoned the hope of iorming a Government comprising all ..he Liberal talent. He expects Lord Koseberry to be available. The immediate consequence is Earl Grey's refusal to accept office.

The Earl of Elgin will probably be Jolonial Secretary. In that event it will be necessary to think of a Liberal who, asf Foreign Minister, would command public conlidcnco. Earl Grey considered that Sir H Campbell-Bannerman's translation to the Houso of Lords, and entrusting the lead in the Commons to Mr Asquithi , T as essential to secure a satisfactory ind durable arrangement.
