Tlie leading British newspapers are astonished at Count von Bulow's presuming, in an educated and cultivated eountry, to create a bugbear in the 'nape of a hostile aggressive attitude "Wards England for the purpose of goading tho Germans into voting for in enormous navy. The newspapers emphasise the fact that not tho slight# est notice is taken of Britain's reduced estimates which constitute a real olive oranch.
