The Gorman oiliciai comment on the delay in signing the protocol to the Pcocu Treaty Is strongly worded. it declares tiiat tiic liintenTo has no power to retain war prisoners pending Germany's surrender of dredges, docks, and cranes, without which German industrial lifp can harrilv exist.
It complains that Germany has been ackod to buy her prisoners 'back twice over, and that sac has no security that ehe will not be compelled to do tiie same again. The German Government will nur cake further risk on such uncertain legal foundations.
