Bejlin, Nov. 29. Germany sent a memorandum to the Peace conference, blaming the Allies for the Scapa sinkings, as the warships, contrary to the armistice, were not in-I te. .Ed in neutral,, but British ports. Germany contends that Admiral Yon ICuu-u. i.ijs cut ott from communication with the homeland, and was bound to assume that the armistice .had ended on June 2.Lsfc 3 and ordered the sinkings in accordance with seamen's usage. ) *n Renter was withdrawn from the German Government's authority, and the latter, therefore, was not responsible for his acts; but, in order'to prevent, tae dispute delaying the E'eaco Treaty having an effect which is urgently desired, Germany is prepared to have the affair submitted to the permanent Court of Arbitration at liio Hague.
