CONSTERNATION IN THE SOVIET ARMY.

Helsingfors, Oct. 14. Deniken's victorious advance in the Orel and Tula regions caused consternation in the Soviet army, whose best troops were defeated. It is reported that the Soviet Government has decided, in the event of the loss of Tula, which is heavily fortified, to flee to Turkestan. It has already sent peace proposals to the Polish G&vernment.
