Washington messages state that Professor Shotwell, who will be the American representative at the International Labour Conference to be held at Washington in October, has outlined four major questions which. the conference will consider, namely, an international eight-hour day, State helo to remedy unemployment^ women in industry, aii'l children in industry. The Peace Treaty calls for the convening of. such a con- j ference. !
