GOVERNMENT CONSIDERING THE SITUATION.

London, July 26. It is authoritatively stated that the Cabinet have for some«days been considering the Russian situation. The only alternatives are remaining in Russia at the cost of considerable effort, or facing the prospect of Germany dominating Russia in a very few years.
