MR. HUGHES ON JAPAN'S CLAIM

. New York, March 28. despatches from Paris say that Mr Hughes was interviewed in regard to the proposed Japanese amendment to the League of Nations covenant recognising racial 'equality. Mr Hughes said Australia could riot accept the proposal, which struck at the root of the policy Australia had long maintained, and which was vital to her existence. The amendment, no matter how innocuous it might seem'in form, certainly at giving the League control of questions relating to immigration and naturalisation, matters which could not be surrendered by any State without making it in effect a subject State. Australia could not sign a covenant containing such an amendment.
