NEARING COMPLETION

mi' ' i Paris, April 9. Hie work of drafting the treaty is progressing; The naval, military, and air terms have been completed anci finally -approved. The terms prepared by the Waterways Commission, the laboiir charter of the League of Nations, and a number of territorial questions havo already been drafted by the secretariat, but require the formal approval or.the plenipotentiaries.
