Paris, April 9. The Council of Four approved of the reparation clause specifying that enemy countries must admit responsiblity for loss and damage suffered by Allied and associated nations, and also their citizens, due to unjustifiable aggression.
The "Echo de Paris" estimates Germany s first reparatory damages at twenty-five thousand million francs in cash and raw material. The drafting committee of the League of Nations has completed its work. The covenant, as revised, contains 27 articles. A full meeting on Tuesday will consider the draft. lno 'Matin" accused the Americans of attempting to blackmail France into acquiescing in the American viewpoint oy spreading story that- President Wilson had decided that \inless granted his own way he would return immediately to the' United States.
