TRANSPORT WORKERS MARKING TIME.
THE MINERS' BALLOT,

London, Feb. 18. The transport workers have decided to hold their hand pending receipt of the employers' proposals, but they declare that they regard the suggested arbitration with disfavour. Mr Smillie, on behalf of the miners, declines to reply to Mr Home.. He says that if the ballot favours a strike the executive will act thereon unless the demands aro conceded. "While he has not admitted the concession of the demands would result in the crippling of industries owing to the increased price of coal, and inflict hardships on the public, he says that is a matter for the Government, which could cheapen the cost of production if it wished. The situation at Belfast is becoming normal: Many industries and public services have been restored.
