Count Terfu:chi, in a speech', said: — "Japan holds herself responsible for the maintenance of peace in the Far East. If it is endangered she will not hesitate to take the proper, measures. I observe with anxiety the internal disorders in Rvssia, which threaten tie peace of the Far East. Japan's relations with Britain and tlie Allies are constantly being strengthened."
