London, Jan. 54. M. Kihlman, formerly Attorney-Gen-eral of Finland, is visiting England in connection with the relief fund. In an interview, he said trat Finland was on the verge of famine. Two-fifths of the .populationwere unable to' obtain bread of any description. The food supplies available included some millions of kilogrammes from Iceland, most of Which was declared to be unfit for I human consumption, and a small quantity of grain, but altogether only half of what was necessary to sustain life. The Finns were threatened with destruction, unless speedy help was available. The illicit supply of weapons to the lowest elements in the community was enabling tiem to rob and plunder, and this aggravated the situation.
