Stockholm, Jan. 24.. Frontier messages state that a reign of terror prevails in Finnish towns. A sanguinary encounter occurred on Monday at Tornea between Finns and Russian soldiers. The latter, armed with machine-guns and rifles, attacked the Town, Hall and arrested tie Mayor and the police commandant. The Finns disarmed the Russians and forced Russian reinforcements to retire.

Serious excesses followed. Two hundred Red Guards at Viborg harricaded the streets, stormed the fatories and killed and wounded many people. Red Guards and Socialists occupied Government buildings at Helsingfors and arrested several members of the Government and all officials.
