(Received Jan. 15, 11.35 p.m.) I London, Jan. 14. lleuter's Petrograd correspondent reports that a despatch from Kharkoff states that the Maximalists disarmed the second Ukrainian regiment. Aftei surrounding the barracks armoured cars and machine guns opened fire., whereupon the Ukrainians surrendered with 7000 rifles and thirteen machine guns. The correspondent.forecasts a recrudescence of internecine strife in the capital owing to the belief that the Bolshevikis intend to declare the forthcoming Congress of Soviets a National Convention in lieu of the Constituent Assembly. It is a significant fact that two cruisers and destroyers have arrived, for which an ice channel was specially broken. The Social Revolutionaries and the committee of the first All-Russian Soviets are vigorously urging the citizens and the army to organise and defend the Assembly by force.
