WAR SECRETARY BLAMED FOR
DELAY.

Mr Crozier^ Chief of the Ordnance Department, giving evidence before the Senate Committee, blamed Mr Newton D. Baker, Secretary for War, for delays in providing machine guns and rifles. America manufactured 10,000 rifles daily for Britain, but America changed the models becauee they decided to go to French and not British sectors in the fighting line, and tfce factories are now producing less than 5000 daily. Thirty thousand machine guns were needed, but none had yet been delivered.
The Committee was impressed with the inefficiency shown in. pushing on with tie war preparations.
