Mr Lansing says that America is considering the advisability of representation at the Allied Military Conference at Paris this week.

-The "New York Times" says that the Paris Conference has boen designed to unify the war aims of the Entente and Russia particularly. The Entente is helping Russia to regain fighting efficiency and financial stability.

It is believed the conference will discuss plans for the winter campaign, including the Anglo-French and Italian drives, the Balkan situation, Greece's adhesion to the Entente, and tho consequent strengthening of the armies in Macedonia, also the shortage of tonnage. General Pershing and Admiral Sims may attend the conference. Tho' requisitioning or American shipping, as cabled, becomes effective today. Two million tons are involved. President Wilson has appealed to the State Banks to join the Federal reserve system, and thus consolidate the gold reserves .and more effectively aid the vigorous prosecution and successful termination of the war.
