Allen regarding the six <rclock closing of hotels:—"The Government has no po>ver by War .KcguJation or otherwise to deal with *six o'clock closing. An amendment of the Jaw would be necessary to deal with the .matter. _ The Government has no power to submit the matter to a- referendum without direction. Parliament-will "be called together at the usual time next anonth. It is considered necessary that ■the Prime Minister and Sir Joseph Ward should be present in Cabinet when the1 early closing question is discussed.
