The newspaper "Idea Nazionale" states that Turkey, through, a neutral Power, is proposing peace on the basis of opening the Dardanelles for navigation. She is also prepared-to conciliatorily examine the question of Armenia and make concessions on the principle of the recognition of nationalities.
