The constitution of the new Naval War Staff has been virtually settled. Admiral Sir John Jellicoe has1 been appointed Chief of Staff and freed from administrative detail in order^ to five his undivided attention to questions of policy and strategy. Ho will be assisted by the Directors of Operations and Intelligence, and associated with other directors charged with new construction for combating submarines.
