A Berlin correspondent states that Herr Ernst Stresman, Liberal leader in the Reichstag, in a speech, said there was no distinction between German leaders and the German people. Both were convinced of the justice of the war. The German Parliament was based on the freest electoral system in the world. There was no difference between the people and the Government. Germany was "ready to istand the test before history's judgment and before
God's.
