NEW ORDERS UNDER WAR REGULATIONS.

, CERTAIN AMERICAN PAPERS NOT TO BE IMPORTED.

GUARDING AGAINST UNLAWFUL MEETINGS.

Wellington, Dec 21. The "Gazette" 'contains an Order in Council prohibiting the importation Into New Zealand of a number of American newspapers and periodicals, including the Hearst papers, German papers, and the "Cosmopolitan Magazine." An Order in Council under' the WarRegulations provides as follows—lf the Commissioner of. Police- is satisfied that any place is about to he used or is likely to-be used;;for holding a meeting or meetings havfrio; reference to the [war and of a kind injurious to the j public safety or the interests of His ! I Majesty in respect of the war, the j Commissioner may by notice prohibit | the use of that place for meetings having reference to the war So long as.' -; any such notice remain's in force with j respect to any place, every meeting held ■' in that place and having reference to ;.the war shall, unless held in pursuance' !:of a written permit is&ued by the Com-' missioner of Police, be an unlawful |

meeting within the meaning and for ,the purposes of,these regulations. Every person wh.o permits an unlawful meeting to be held in or 'upon any premises or land owned or occupied by him .shall be guilty iof an. offence against., these^ regulations, and shalJ be liable accordingly.. Every person other than a constable .or pferson acting in aid of the police who is present at an unlawful meeting, or who is a parfcy to tho holding of such a meeting, shall be guilty of an offence against these regulations, and be liahle accordingly. "Meeting" means any assembly of more than twelve persons.
