CONSTRUCTION OF SUBMARINE CRUISERS.
' A GERMAN STATEMENT.

The -"Frankfurter Zeitung'' quotes the technical weekly journal "Prometheus" as the authority for the statement that two of the foremost naval Powers are building five thousand ton submarine cruisers, 400 feet long, protected and armed like medium cruisers, with 18,000 horse-power engines, and capable of 26 knots on the surface and 16 submerged. They are to have an effective radius of 18,----000 to 20,000 sea miles, without replenishing fuel. They will carry thirty torpedo tubes and .two reserve torpedoes each, and several aircraft guns and mine laying apparatus for laying 150 mines.
