London, April 16. The Cabinet Recruiting Sub-commit-tee conferred yesterday with the Army chiefs. It is generally understood that Cabinet has decided for the-present at all events, against general compulsion, preferring three modifications in the existing system of compulsion, as follows: All youths as they reach 18 to be enlisted, a further limitation of reserved occupations, and the continua*tion of time-expired men in. the Army. It is estimated that the first method will bring in 300,000 a year.
