"The Times' " naval correspondent says that the retirement of Admiral yon Tirpitz, has not abated: the virulence of the submarine war. The Chancellor (Dr. yon Bethmann-Hollweg) has apparently fallen into line with him. It is necessary to look, beyond immediate facts and remember that the efforts of the U-boats rise arid fall within well-defined limits. We are now experiencing the full blast of their activity, ami its intensity is more prolonged than before. This may be attributed to the improvements made in the submarines. There is ample evidence that Admiral yon Tirpitz fully utilised the resources of construction for increasing the effectiveness of submarines. They are not only larger and speedier, but it is stated that they are fitted fO/ minelaying. During the last sis weeks a large proportion of the shipping casualties were due to mines, and these are explained if the latest submarines are able to lay mines. But even if the submarines are more efficient, they have to contend with difficulties inherent to this class of vessel.
