AMERICAN NOTE TO BRITAIN, (Received July 20, 11.5 p.m.)

New York, July 20

President Wilson and Mr. Lansing, Secretary of State, agree that the next communication to Germany, which will be sent on Saturday, must make it clear that the United States cannot remain impassive in the event of another attack on an unarmed and unresisting ship, with the loss of American lives.

The Note will point out more emphatically than heretofore the earnest intention of the United States not to surrender any of her rights.

America has also despatched a Note to Great Britain intimating her intention to insist' upon all her rights under international law in Prize Court proceedings.

The Note is officially described as a caveat conserving the rights of American citizens whose cases are about to be heard by the British Prize Courts.
