At the' Liverpool camp inquiry Major Sands, commandant of the German concentration camp, gave evidence that the latter was situated on high ground, while tho military camp was lowlying and subject to flooding and fogs. There had been no illness in the German camp, which was provided with many conveniences, including unlimited hot water and food, mosquito nets, electric lighting, and plenty of warm clothing, which were chiefly resultant from the profits of the canteen.
