MR. BRYAN'S VIEW DISPUTED

The Note to Germany is more friendly than was expected. It reiterates the. previous demands but leaves rcom for a friendly reply.
It has become known that President Wilson is not opposed to diplomatic discussion^ but insists on a guarantee that American lives will not be jeopardised during the negotiations.
The State Department officials take sharp issue on Mr. Bryan's interpretation of the Note,, and declare that there are no grounds for stating that tho Note will lead to war. That contin--gency will only arise if the attacks-arc repeated.
T!*e consensus of newspaper opinion, indicates that within the velvet glore of conciliation is the iron hand of purpose.
