The Institute of Civil Engineers has initiated a movement to establish central munitions works in London, laying under tribute all the workshops and plant of light, power, water, and gas companies. The Chicago "Herald" states that bankers assisted Count Bernptorff, who is scheming to purchase the chief American munition plants, thus preventing the export of contraband to the Allies.
