The Legislative- Council sat for ten •minutes to-day, and did no important bi^esiiiess.' Answers to questions wore -debated in tJie Lower House during the afternoon, And i.i the evening the Rangitaiki Land Drainage Bill was read a third time and passed. Tlio Haurakj Plains Bill was put through its iinal stage. Tho Education Reserves Amendment Bill passed tho Committee stage without amendment. Mr Rhodes moved tho second reading of the Animals Protection Mill, which, he explained, gives the Government power to purchase areas for sanctuaries for bird life. The Bill went through the -stage after some discussion. . 'the Remounts Encouragement Bill came up for second leading. ; The Prime Minister emphasised the growing scarcity of Jiorses suitable for military purposes, and explained that he proposed to subsidise approved stallions out of totalisator revenue to the extent of £2000 or £2500 a year. A good deal of discussion occurred, and at nightfall the debate was still m m-ogress.
