The Archbishop goes on to say that happily the Consultative Committee elected by the Lambeth Conference in 1908 is exceptionally qualified. Its members include the Archbishops of Canterbury and York, the Bishops of Armagh, Winchester, St. Albans, Exeter, and Gibraltar, and the Archbishops of Rupertsland and the West Indies.

The following qaiestions will bo submitted by the Archbishop of" Canterbury :

"Whether the scheme of federation embodied in the resolutions adopted at Kikuya contravenes any of the principles of Church order? Secondly, whether a Communion service is consistent with the principles accepted by the Church of England at which many of the communicants are not members of the Church of England or episcopally confirmed, though all as a basis of possible federation agreed to the loyal acceptance of the Scripture© as the siipreme rule of faith and practice, and accepted the Apostles' and Nicene Creeds as a general expression /of fundamental Christian belief." '

The Archbishop points out that tho Bishop of Uganda states that no church or society is committed to the scheme of federation, which is sub judice. The problems are not novel.
