Sir Gilbert Parker, speaking at a Canadian Club banquet at Winnipeg, said conscription w,as never likely to be introduced in Great Britain. It was absolutely inconsistent with Great 'Britain's whole history. But n home army was needed in Great Britain as well as in Canada, Australia, New Zealand, and tlje other Dominions, 'because in the world's evolution they never could tell what would happen.
