AN EMPEROR'S PREROGATIVES.

FRANCIS JOSEPH AND HUNGARY

RESTRICTIONS ON ARMY RE-

CRUITING

Vienna, April 1

Sensational disclosures were made at a recent audience of Count Khueri Hedervary, the Hungarian, Prime Minister, with tho Emperor Francis Joseph, in connection with a proposal'forced on the Government by the Kossuthites to restrict tho enlistment of army recruits. The Emperor reminded Count Hedervary that Hungary-.never had a truer friend than he. He had always tried to rule constitutionally, but there was now a desire to interfere with his rights as ruler. If this was not altered, there was nothing but abdication. The Emperor's letter has been .published wherein ho conserves his right to call up recruits.
