OPENING OF PARLIAMENT.
GIST OF GOVERNOR'S SPEECH

The "Times" says that it is expected that the Governor's speech at the opening of Parliament on Thursday will ho free from innovation, and that no measures of exceptional importance will bo tackled. Aihflng the measures to -be introduced, besides such as the Town Planning Bill, will be one for the control of the storage of oil in bulk, aim amendments to the Hospital and Charitable Aid Act and the Friendly Societies Act. A surplus of £954,167 will bo announced, enabling £900,000 to be transferred to the Public Works fund, and £50,000 will be devoted to increasing the salaries and wages of railway men, and a still larger sum will be given in concessions to users of railway lines, especially second class passengers. This will come from the large railway surplus. The cost of the new Defence scheme will be one of the subjects discussed, and also designs for the new Parliament House, progress of the hydro-electric power scheme, and the report on Cook Islands administration The "Times" adds that the general election may be expected in November.
