BUILDERS' AND CONTRACTORS' ASSOCIATION.

Christchurch, March 15,

At a gathering of the Builders' and Contractors' Association last night, Mr J. H. Maynard, in responding to tho toast of the Federal Council, referred to the absence of practical men representing builders and contractors in the Legislative Council, and remarked that the Federal Council was taking steps to remedy the present state of affairs. Representation of builders and contractors in the Upper House, he said, was necessary, so that when legislation affecting them was under consideration it could be discussed from the point of view of practical men.

References were made by several speakers to tho delay experienced in receiving payment for work done for tho Government, when the " payment was to be made out of loan moneys. One speaker, who had built several workers' dwellings, .stated that it was not till two months after he had finished his contract that he received his first payment. Another speaker, who had done similar work, remarked that recently payment had been more prompt. It was stated that an effort was being made to get the Government and local bodies to adopt the builders' and contractors' general conditions relating to contracts.
