During the discussion on the Declaration of London in the* House of Lords, Lord Loroburn said Britain had always treated foodstuffs as conditional contraband, and the declaration therefore would not militate against Britain. In the case <rf war with Germany we stood to gain in the matter of food, while shipowners were gainer because the rules made commerce safe.
