INCREASING CORDIALITY. IRRITATION AT PARIS. [Prbss Association,— Copthioht.] (Received August 22, 11.50 p.m.) London, August 22. Brazil is appointing German instructors to train her military. This has caused considerable dissatisfaction at Paris, as it was hoped that the French officers who are instructing the State troops at San Paulo would be invited to train the Brazilian army. French newspapers emphasise the Kaiser's repeated advances to President Fonesca. Th© latter was invited to witness the manoeuvres at Alsace in 1908, and was treated as the Kaiser's guest, but he declined to attend the French 1908 manoeuvres. He will attend the manoeuvres at Danzig- in 1910. "Le Temps" declares that the present incident will be remembered when Brazil appeals to the French money market, which hitherto absorbed £100,000,000 sterling worth of Brazilian securities.
