France has threatened to seize the Customs unless Mulaij Hafidiaij an jearly date ratifies the agreement between Elmskri, his financial agent, and M. Pichon. "Le Temps" asserts that one or the Mannesman brothers has gone to Fez to urge Mulai Hand to resist the French claims, thus infringing the German Government's declaration.
