CANADIAN SCHEME URGED.
Ottawa, March 12. Judge Barron, speaking at the Empire Club, Toronto, urged Canada to adopt a naval scheme similar to Australia. Canada was described as spending so much on the land force as .not to have a cent for naval defence. This was like putting a one-armed onelegged man in the prize-ring.
