Mr Howell, bead of the Salvationists' immigration department, in a vigorous reply to Mr Trotter, the Canadian- delegate at tne Labour Conference, appeals to the opinion of a large t section of labour interests in Canada regarding the suitability of tne Army's immigrants. Tbe latter, he says, had been placed on the land, and not among tbe unemployed in the cities.
