THE FINANCIAL POSITION.
SPEECH BY LORD LANSDOWNE Received Nov. 22, 4.25 p.m. London, Nov 21. . Lord Lansdowne, speaking ac Manchester, cummenting on the Government's finance, declared that the country was confronted with a position of the utmost gravity, and one whence it could not be extricated without a great national effort. The exigencies of the financial situation were driving us to tariff : reform, which would contribute a greater solidity to the Empire.
