Received JN'ov. 19, 9.30 p.m. London, Nov. 19. . The Forte's programme for the proposed conference cominuoicated to tne Powers follows the essentials of tbe draft programme issued on October 26tt. The Powers urged Servia to cease preparing for war, and and to withdraw her troops from the Austrian frontier. Servia submitted a number of complaints regarding Austria's provacatiocs, find denied that Servian troops were on t'ae frontier.
