The "Cologne Gazette" comp'ams of th kaiser's absence from Berlin, and says ho apparently regards tbe events in tbe Reichstag as so insignificant as not to interrupt his shoot- • ing parties and court festivities. Well informed quarters in Berlin believe that Prince Buelow's declaration in the Reichstag regarding the Kaiser's greater reserve in future was made without tbe Kaiser's sane tion. Uis acquiescence largely depended on whether Prince Buelow receives tbe unanimous support of the Federal Council and the Prussian Ministry, wbo met yesterday in committee. The Conservative Party has issued a manifesto appealiug to tbe Kaiser's sense of uprightness and straightforwardness, and BXpressing the hope that he will be better advised than during tbe recent darK days, when no one dared tell him that his place waa not in foreign parts, but beside ■ his Ministeis in Berlin.
