London, August 21. v The House of Commons after -an all-night sitting passed the third reading of the Appropriation Bill. Mr John O'Connor vesented Viscount Tumour smiling during his (Mr O'Connqr's) speech upon the question of arterial draining in Ireland, and remaked: "If outside the precincts of the House of Commons Viscount Tumour would receive the treatment he deserved."
